The development
The European Commission announced on 11 September 2026 that its review found current battery recycling-efficiency and material-recovery targets to remain appropriate. These are policy measures with defined calculation boundaries, not a claim that all waste batteries are being collected. Source: European Commission
Why it matters
For lead-based systems, the useful question is whether a material completes its route back into productive use. A strong record on collection is important, but it cannot substitute for verified recovery outputs or controlled processing.
Our view is that public reporting should make these boundaries visible. Put the measurement, data year and geography next to the percentage. Readers should not need to reconstruct the denominator to understand a circularity claim.
